Recommendations for dedicated NTP appliances

I'm looking for recommendations for NTP appliances. We're re-designing their NTP deployment and had initially recommended a hierarchy leading up to pool.ntp.org, but they're insisting on appliances for local sourcing in case of an Internet outage.

They don't need anything fancy (such as GPS), so I'm looking for low-cost recommendations - physical or virtual appliances, very low capacity (probably fewer than 100 devices referencing them). Encryption for local device support might be nice (if relevant). If physical, redundant power supplies would be nice as well.

Creating an NTP hierarchy will be more inaccurate, than just using the atomic clocks directly.

Each time you go through an additional layer of NTP servers, you get more jitter + time shift, so each layer increases inaccuracy.

Thanks for your input - I guess I'm looking for recommendations (based on experience) vs. a list of options.
When youre envoirment is depended on ntp to have an accurate time. why not invest in a good hardware time solution.
we use these boxes for a long time to have an accurate time on over 75.000 devices in the field without any problem.
