Migrate 3 domains to one tenant.
I have 3 locations with each site has their own domain/DCs (Separate Forest).
1 location in hybrid with Office, Other 2 locations are in Gsuite.
Now I need to move everything to one tenant in office 365.
How can we merge all these to one tenant?

it's up to you ...how you want to manage all sites... if all sites are related to same org..better make it under one forest in azure.

-->IF AD integration is required, then other two forests must be added to existing AD connect tool in domain where hybrid is configured
only one in hybrid others are only cloud and sync AD as of now.
They just want to have only one office365 account but with separate admins for each location.

They are not in O365 they are using Gsuite as of now. Only one with hybrid is in O365 with ADConnect.

Then as already stated both forests must be added to existing AD connect tool
and
U need to use 3rd party tool for G-Suite to O35 migration - I have used Bit-Titan for same
Mail flow need to be setup between Gmail and O365 for co-existence

yes you can do this..
if you wnat to move users to office365 single domain on the tenant then just Export users to CSV change domain name and import on the azure domain.
if you want to make hybrid then you have to configure Azure AD Hybrid configuration on each domain
