it's up to you ...how you want to manage all sites... if all sites are related to same org..better make it under one forest in azure.<br />

They are not in O365 they are using Gsuite as of now. Only one with hybrid is in O365 with ADConnect.

I have 3 locations with each site has their own domain/DCs (Separate Forest).<br />
