Mac users have issues viewing files after renaming or copying them them to the network

I have a couple of Mac users that are on OSx Mojave.  They connect to a Windows 2008R2 server via SMB.  The issue is that when a user renames a file the file disappears,, only to reappear with the new name later if the disconnect and reconnect.  Also, if a user is trying to copy files to a folder, they will not show up, but if the user again tries to copy the same files and folders, they will receive a warning that files with the same names already exist.  Again if they disconnect and reconnect the files appear.  This does not happen all the time, and is kind of random in nature.  Does anybody have any ideas what could be causing this?

please try below things at the Windows server side.

1. grant Full Control to Everyone for the NTFS permission of the folder shared via the SMB.
2. grant Full Control to Everyone for the Sharing permission of the folder shared via the SMB.
3. make sure the SMB share will not be automatically disconnected. run below command:

net config server /autodisconnect:-1

NOTE: this is for test, you may need to reassign sharing and NTFS permission once the problem has been resolved.
what is happening is finder is not refreshing and there is no clear cut method of refreshing
some workarounds are:
force a refresh by hitting the back button and then forward button in the window.
Or you can open a folder within the window and hit the back button.
Another option is to Force Quit (Command+Option+Escape) the Finder.

Thank you for all your feedback, I am going to be at my clients site Monday and I will give your suggestions a try.
I worked with my client, they have tried rebooting their Mac's when the issue occurs.  Basically when renaming a file the share hangs up, then the user can only view a portion of the files for a while, then magically they all return.  This too happens randomly.  The user can try to refresh via a reboot or going in and out of the folder, but no change.  I have refreshed the permissions on the folder as well.  Any other ideas would be appreciated, thank you for your help
The problem is not at the server it is within the mac finder itself.
