Windows updaates stuck at 0%

I have recently recreate a 2016 VM template.  The two server being deploy both have a problem - WINDOWS UPDATES DOWNLOAD STUCK  AT 0%.

Please advise if anyone has an idea of how to fix.

Are you downloading updates from Internet of from a WSUS server?
Have you done basic network troubleshooting? Are the tools up to date?
Are you using a proxy server in your organization? Is the computer/user authorized to download the updates from internet?

Hi,

Since you say 'stuck at downloading 0%' this indicates that the updates are receiving from WSUS. If this is any big update (upgrade or cumulative update) then this takes time depends how the n/w bandwidth is in the site.

Additionally, you can stop the current update process (open task manager and kill the wuauserv process then download the appropriate KB from Microsoft catalog website and attempt the installation manually and see if that works?

Also, you can try resetting the windows update components as per (procedure is same for 2016 servers as well) https://windows101tricks.com/reset-windows-update-components-windows-10/

Run the steps in the Microsoft Windows Update Troubleshooter.  Make sure you work through the steps.
Restart the server and let it run (connected) overnight.

It sometimes takes a while for Server 2016 to do its updates.

I follow every steps in https://windows101tricks.com/reset-windows-update-components-windows-10 to reset the Windows Update Components on the server but the issue still cannot be resolved. The server continues to be stuck at 0% .  I went to the Microsoft Update Catalog website and downloaded some of the Windows 2016 updates, and manually applied it on the server and it is successful.  

I restarted the Windows Updates Service, and see KB2267602 and KB890830 are needed - please see the attached.  

I went to the Update Catalog site again and manually download KB890830 and run it but all it does is scan the server.  

This is not the first time we have seen this situation on our Windows 2016 server.  Please advise if someone has an idea.
