SQL enterprise core pack sizing

Dear Experts
Would like to understand how many cores license we require for 20 users for SQL enterprise edition, below posted server hardware details.  At present we are 10 users and next 5 years’ maximum another 8 to 10 users not more than that. Would like to size the proper core packs of SQL enterprise edition please help me on this, thank you very much in advance.

16 cores = about $30,000 - can you use CALs instead?

out of 20 users only 2 users enter the data either keying in or via import rest of the users on various intervals fetch analytics reports/dashboards and also not huge data, vmware esxi on bare metal and windows server is VM with 16GB RAM can increase RAM as server has 64GB capacity. To start with will procure minimum think 2 core pack with SA so that we can host Power BI reporting server on premise, can you please help me to know approx cost to procure 2 core pack with Software assurance.

it looks like we have to go for sql enterprise edition core based to avail power BI report server and if we go for SQL enterprise server and cal based then we may not be able to avail power BI report server , please correct me if my understanding is found to be incorrect.
With Power BI in the mix you may need core licensing as it has a web front-end so SQL can't count CAL usage. Nobody has answered this - https://community.powerbi.com/t5/Report-Server/Power-BI-Report-Server-Licensing-SQL-Server-CAL-license-model-SA/td-p/448778

Looks like you will have to buy SQL Enterprise 4 core after all.

Bear in mind that it is 4 virtual cores, so it may be worth turning hyper-threading off, then at least you get four whole cores.

thanks for the inputs, worried on appox cost for SQL Enterprise 4 core license, can you please let me know apporx cost for the same with software assurance.
As I don't know where you live, I cannot tell. prices vary from country to country. In Western Europe this can make up several hundred bucks.
