hyperlinks are not working in outlook

Using outlook 2013, hyperlinks do not open.  An error appears as "Your organization's policies are preventing us from completing this action for you." 2019-07-25-Shared.jpghtml.jpg
Also when trying to change default browser, HTML associations setting not selected.

So I have tried re-installing all 3 browsers, IE, Chrome & Firefox.
In registry, pointed .html to Default key "htmlfile".  still same issue.  Also did quick repair on Office

Make sure in Outlook, Options, Trust Center, Trust Center settings the Attachment Handling and Automatic Download are not preventing Hyperlinks.

Make sure Outlook (Office) is fully patched.

Make a new, test, Windows User Profile (Account).  Log into the new Windows Account, set up Outlook and test Hyperlinks.

Make sure Company policies are not prevent Hyperlinks.

Microsoft Office is susceptible to Windows Profile damage, so you need to back up the data in the User Profile, delete the profile and make a new one.

Went back to original account, deleted outlook account and created a new one.  tried a link, still same problem.

Saw your resolution.  I was afraid of that. Trying to avoid that option.
Sometimes, by the time you chase down an arcane fix (like this one may involve), you could have taken the hard path but I'm sure there are other variables causing you to hesitate; been there, done that, no fault found in the choice you make.
