Trying to keep attachments in emails for replies in outlook for mac

Hello, I have an outlook for mac user that wants attachments to stay within the email when they hit reply, now this works if we hit forward but not for replies. Is there a way to turn this on in outlook 2016 for mac?

To correct John's comment, you would need to change the File>Options> Mail>Replies and Forwards and next to "When replying to a message" select the second option to "attach original message". This way all attachments will be included in your replies
Outlook for Mac is limited, compared to Outlook for Windows, and does not have the capacity to set that.
Just use Forward for the purpose you need it. Works best that way in any event as I noted above.
You can open an email, copy the Address list in the email, then Forward and paste the address list in the To section.
