Chrome book deployment without admin console
I have been directed to deploy a group of chrome books (30 or more) by a certain date. I fear that they will need to be deployed before we can fully set up any sort of admin console to manage them. In the meantime, is there any way to manage them without an admin console? I would just want to prevent users from installing apps and changing admin settings.

I think hard setting it on the Chromebook itself is not advisable. Let's say if the user needs to use the Chromebook while out of office (still working), it may prove too disadvantageous if the settings are such that he or she cannot network on some sites especially if you only allow the your own business sites to be accessed. I would recommend you reconfigure Wi-Fi and proxy settings, preinstall apps and extensions and limit access to authorized users on the network itself. That way, it is the Wi-Fi and/or VPN that helps you filter the access.
