       I am needing help creating an internet shortcut or URL onto the desktop of an Acer Chromebook running Chrome OS and using Google Chrome as the browser.

i believe that this is what you are seeking:
How to Make Chrome Shortcuts on Your Windows Desktop
Go to the Chrome menu, located in the upper right-hand corner of the browser and represented by three vertically aligned dots. Select More tools and choose either Add to desktop, Create shortcut, or Create application shortcuts (the option you see depends on your operating system).

you may find that it creates the shortcut on your "Shelf" rather that your desktop (the option you see depends on your operating system)

Thank you very much, Paul,  for taking the time to offer your suggestions and resourceful link.  I went ahead and printed out the necessary steps for creating a desktop link using Chrome.  While I have not implemented the steps, I am confident they will work on the Acer Google Chromebook.
