Cannot send Exchange email from Android

I have one user who cannot consistently send email from his Galaxy S10+ through our Exchange server. He receives all his email. He can send through GMail. He can send once in a while through our Exchange Server. Most of the time, they stay in the outbox on his phone. He has replaced the phone and the problem remains. Other users have no issues.

Ideas?

Is the user's mobile device quarantined by Exchange Server? Not sure what version of Exchange you're running but on mine, I go to Exchange Management Console > Recipient Configuration > Mailbox.

It's not quarantined.
Check Active Sync logs for this user. In that you can find what is going on.
I've looked at the logs, but I'm not sure what I'm looking for. It just looks like emails he's receiving. I don't any emails he's sending and I don't see any error messages.
