iPhone keeps scheduling appts on Cupertino Time

I have a client when they schedule an appointment on their iPhone it does it randomly on Cupertino time.
On the iPhone I have:
>Settings > Calendar > Time Zone
  Turn Override = on
  Changed to Austin, TX
>Settings > Privacy > Location Services
  Settings Time Zone = off
>She is using a hosted Exchange account so I made sure Central Time was selected in OWA
>This started happening on her iPhone 8 and now on her iPhone 10

I am not really sure what else to try. Any suggestions

I assume that your client is using the built-in Calendar app rather than the Outlook app. Have you checked settings in iCloud? Also recommend checking the time zone settings in webmail.

Hi masnrock,
Yes it's a hosted exchange account using the Apple Mail app - not the Outlook app.

I checked the Webmail and made sure it was central time
Under the iCalendar or iCal
go to preferences>Advanced
you can select turn on time zone support
or
ask before sending changes to the event
Hi Stacy, those options aren't in the Apple Calendar app.
My client is using an iPhone X
Go to Setttings> General>Date and Time ( See what is listed )
then go to
Settings> Mail/Contacts - Time zone and override> Set to "Off"
@Stacy Let's see if that works.
I'll  give it 4-5 days
No joy.
I feel compelled to reset the phone to factory and to rebuild it (downloading each app, re-creating the exchange account, etc).

Follow up:
The issue continued. After contacting Apple support, visiting the Genius Bar, and contacting the Exchange Host, the Exchange Host stated this is a known issue. The ultimate solution is to download the Outlook app for iOS
