I absolutely love Gboard. It works so seamlessly for voice-to-text, and for allowing you to re-use text clippings. The problem is that it only seems to be available for Android and iOS. I don't think there is a way to use it in Windows? This is disappointing, to say the least. Any assistance in finding some way to cross-platform this ability would be greatly appreciated.

It looks like it lets me type in different languages but not really seeing any ability to use voice-to-text or clipboard features.

I'm not aware of any way to install Gboard on a Windows or Mac. I did find some articles that say you can install Bluestacks (an Android emulator for Windows) and that you can install Gboard that way, but I don't know if that will let you use Gboard in Windows 10 applications.
Would a voice to text recommendation and a way to re-use text clippings work? I'm not sure what re-use text clippings means, so can you explain that a bit more?
Google Docs and Slides supports voice to text if that is where you wanted voice to text input. Under a Doc or in a Slide you can click on Tools and select Voice Typing or press ctrl-shift-S. A microphone button will appear on screen which you can click and it will convert your speech real time into text. I'm not sure if it will be as accurate as Gboard since Gboard "learns" your speech pattern to be more accurate iirc.
If you need voice to text to for apps you might have to look for general software recommendations for voice to text software in Windows =/

The feature in gboard that I most like is the tool that lets you save clipboard items. I used to have a clipboard tool that would work from both the phone and the computer called clipper plus but it is shutting down and I need to find an alternative

Clipboard Anywhere from meeki.mobi has issues logging in with Google. It works when logging in via Facebook though, but I don't see a way to see my clips from a Chrome web browser on my Windows computer.
