What is the easiest way to make an HTML Newsletter?  I know this is not necessarily easy, but I need a novice user to be able to formulate a newsletter via email and need something that will help him.  Could Publisher be used for this purpose?

I recommend you to use an online tool like mailchimp https://mailchimp.com that have everything you need for your newsletters.
Including template and template editor, list management, unsubscribe link (which is one of the regulation)

There are other tools: aweber, omnisend, sendingblue, mailjet ....

Do not send newsletter from your mail application or online email like gmail, because chance are your method won't meet country regulation...


If you really need a template and you are not a coder you can buy a cheap template

You can use free Notepad++ to edit the template

Check regulation of your country and other country.

I agree, mailchimp is a best option. Not only does the user not have to worry about "html", managing lists, better deliverability than via your own server are other major features.

There are other alternatives to mailchimp, I have found overall it is a very good choice.

If you just want to create an html email on your own, then use a responsive template from zurb https://zurb.com/playground/responsive-email-templates. I have used these myself with very good success.  This ensures the email will look good on a desktop or phone just like a website. It is going to be a lot more complex than using a builder llike mailchimp.
