Printers stop working after updating to Windows 10 computer to version 1903 (May 2019 Update)
After updating to Windows 10 computer to version 1903 (May 2019 Update). The printers stop working on this computer and was unable to install new printers. Any suggestions

Are the printers connected to a network or by USB cable to the computer?

These printers are network printers, but not connected to any servers. I've reinstalled the printers using the static IP address of the printer. I've tried using the HP software with driver, just the HP driver and the HP Universal driver. I have restarted the print spooler, the printer and the computer
Did you completely uninstall all HP printer software before re-installing it? This will often fix issues with HP printer connectivity.
Are the network connections wired or wireless?
Did everything work well with Win 10 v1809? (Or was this upgrade from a previous version of 10 -- or even a previous OS)

Since you using static IP addresses for the printers can you connect to the printers using a web browser?
Also can you connect to internet with the computer that is showing this problem? This problem can also be related to a not working network interface card. If you open the command prompt and type IP config you should see an IP address that is from that computer. If the IP address started with 165.xxx.xxx.xxx then Windows is not able to connect to the network.
You can try to updated the network drivers. If this not working you can try the following commands to see if you can solve this problem

If those are network printers they are using port 9100 to communicate,

use windows update to refresh printer drivers. check whether there is a windows 10 driver for your printer/s
