Limit bandwidth per port Cisco switch

I am looking to limit the bandwidth on a per port basis.  I have a Cisco switch 2960-s.

I would like to limit the bandwidth on a port to 15mbps up/down.

I have  100mbps line from my provider with multiple public IPs.  I need to provide one of my clients a static public IP and I want to limit that IP/power to 15mbps.

Is this possible with the Cisco 2960-s?

One option might be to just set the port to 10Mb, full duplex. Not quite the 15Mb you wanted, but definitely limited to 10up 10down.

Yes, I thought of this.  Need 15/15 and other times 25/25
You can do it Policy maps/class maps (QOS).
And add this class to the ports.

So if port is 100/100 . set it to 15% and so on.

Switch(config-pmap-c)#bandwidth ?
  <1-2000000>  Kilo Bits per second
  percent      % of total Bandwidth
  remaining    percent/ratio of the remaining bandwidth

Is this done in the switch or router?  I need it done on the switch.
Tried do this under switch interface:
srr-queue bandwidth "amount" ?
