Define "new name"? You can change the "display name" for the org, but you cannot change the default domain, nor the sharepoint URL. If that's a requirement, you have to spin up a new tenant.

As for the merger, depends on many factors, starting with which workloads you want migrated? Just Exchange? The whole lot? Or something in between? In all cases, you are better off using third party tools, as Microsoft provides practically nothing in this area.
Why you want to change Tenant default domain name?

That's nowhere comes in picture apart from SharePoint one drive URLs I believe, default domain is provided to establish co-existence and migrations

U can configure custom domain for SharePoint sites if wanted to

However if business forcing for that, get 3rd tenant and migrate mailboxes and data from other two tenants to 3rd tenant with 3rd party tools like BitTitan, tools easier the job but those tools are pricy
Microsoft allows some grace period for license transfer(Check with your TAM or O365 support) across tenants which allows you to keep all 3 tenants alive and post migration you can purge licenses from old tenants

just to clarify company A (us) taking over company B     the new fully merged company however they no longer want to call A they want a new name   that is new.com.au    so new email address and  eventually they no longer want to see a.com.au or b.com.au anywhere and they want to see eventually new as netbios name when they log on to their computer  thanks guys
The domain name can easily be changed across any relevant attributes, you dont need a new tenant for that. However, as mentioned above you cannot change the default domain name you are given with O365, neither the SharePoint Online name.
As was mentioned, to do what you want, you can simply add the new.com.au domain to one of the O365 tenants and migrate the other company's users over...This, however, is very tricky without a third party utility like Migration Wiz to do the work.

they want to see eventually new as netbios name when they log on to their computer

You will need to create a completely different Active Directory to accomplish this goal. Doing so greatly complicates what you need to do. Once you move to a different AD Domain, you would have to change the immutable ID on all O365 accounts to match the new domain's GUID. That can be complicated. A third party migration tool might help with this, though. Regardless, you're in for a world of hurt if you don't get some tools to assist you.

Just had a discussion in IT - could it be easier to just forget the old tenancy import  and create new users in the tenancy - only 100 users
would this be feasible - we would then maintain 2 tenancies and be paying double until removed from old
You are paying per license, the number of tenants across which all these licenses are spread doesnt matter that much.
