Windows 10 computer is NOT re-opening apps after shutdown or restart
The setting I'm referring to is enabled/disabled with the steps below:
Open Settings → Accounts → Sign-in options → Scroll down to Privacy
Turn off the option Use my sign in info to automatically finish setting up my device after an update or restart.

My issue - it was working on Windows 10 1803 and 1809 on my desktop, however it does not work on my laptop (on either 1803 or 1809).
My setup - Domain joined Windows 10 built via WDS image, the same image used on my desktop, then used on my laptop.
There are quite a few people who vented about this feature when it was introduced in the 'fall' a year or so ago and wanted to know how to disable it. But I have not found anybody who has had this great feature, only for it to stop working (not having it is killing me!).
Because its a domain - I do not have visibility of the option in Settings, its not listed on the Privacy screen, so am unable to simply toggle it on or off (back on in my case).
Can anyone please provide a work around, a method to activate this feature, perhaps a reg hack or cmd prompt?

The feature was introduced in v 1709 as far as I can tell, but that's not the point.
It was working on my desktop running 1803 and also after I upgraded my desktop to 1809, but on my laptop created from the same image it did not work on 1803 and does not work on 1809.

The working feature as far as I know was V1903. I no longer have any earlier versions, but apps did not restart with earlier versions where they do now if I set the flag.

1st ask your domain admins if they deactivated it on purpose. Could be.
If that doesn't apply, compare with a clean user account on the same machine.

This feature is new with V1903 and there is not (to the best of my knowledge) a hack to retrofit.
It is a bit helter-skelter with earlier versions. Upgrade to V1903 if you really want this.
I turned the feature OFF in any event as I want my computer to start the same way each time.
