Emails Stuck on Exchange submission queue

Hi,
I use Exchange 2010 SP3 on 2k8r2. All the incoming emails are stuck on the submission queue. Only way to release them is to restart the transport service.

I have done the following.

1. Restart the windows server.

2. recreated mail queues.

3. I use code two. To isolate the issue I disabled the code two services.

Please help me resolve this.

are there any antivirus scan installed on the server, please check if that is causing any issue you can try disabling that....

also, check into the events logs...
Check that the exchange hub transport service was logging on by the system account or logon by network services account ?

These Exchange services should use "Network Service":
Microsoft Exchange Transport
Microsoft Exchange Throttling
Microsoft Exchange RPC Client Access
 
All the other Exchange services should use "Local System".

Hi All,

Thanks for your updates so far.

AV is disabled and below services are running under "Network Service"

Microsoft Exchange Transport
Microsoft Exchange Throttling
Microsoft Exchange RPC Client Access
Third party apps may stop that process before it's given to the transport mechanism .

Check error logs  .
Uninstall any AV software or spam filtering software from the exchange server. any 3rd party software should be uninstalled and not just stopped. See the result afterwards.
