Outlook can do that. Go to the Account settings screen where you can choose cached more or not, click More Settings, click the Security tab, select Always Prompt for Logon Credentials. That will require users to enter their O365 password before they can access email every time. You can also force the setting and prevent users from changing it with a group policy setting using the office admin templates. This won't affect PST files, though, so you'll need another solution for those. Encrypting with GnuPG might be a good solution. I don't know of an email client that forces password entry to start the application, though.

Password protect Email Client

An email client, email reader or more formally mail user agent (MUA) is a computer program in the category of groupware environments used to access and manage a user's email. A web application that provides message management, composition, and reception functions may internally act as an email client; as a whole, it is commonly referred to as webmail. Likewise, email client may be referred to a piece of computer hardware or software whose primary or most visible role is to work as an email client. Email clients can also have other systems, like calendars, notes and contact managers.

Email Clients
