Windows 10 Pro 1903 Printing issues

I am having issues with the most current build of windows 10 1903 when I try to print.  The issue occurs in every web browser, as well as Microsoft office.  In a browser (IE11, Chrome, edge), when you try and call the print dialogue box, the app freezes and the box takes a couple minutes to pop up.  The same thing happened when I tried printing a test page from Word 365.  The app crashed and after waiting a couple minutes, it eventually printed.  All of the computers I am experiencing issues with are almost brand new and completely updated.  I have tried uninstalling and reinstalling the print drivers (completely removing and reinstalling).  The printer is a HP LaserJet M404.   The PCs vary but all have Windows 10 Professional 1903 installed.

How is the printer connected? By USB to one machine and then shared out, or is it networked? If it's USB, it could be a bad or loose cable.

Also, have you checked to see if there is a firmware update available for it?
Also , since you may have newly installed V1903, try reinstalling the printer drivers - uninstall, restart, install the driver.

@William The printer is connected to a wired network.  And the printer has the most current firmware available.  I just installed the printer last week.  

@john the printer drivers were installed/uninstalled/reinstalled after 1903 was in place.  I had just replaced the PCs prior to this issue coming up.
Strange.  Lots of Windows 10 drivers showing from HP for that printer.

On one test computer from above, remove the printer (Devices and Printers), remove the drivers (Printer Server Management), restart and then add the Printer from Windows (not HP).  Does that work?
Verify the port used by the printer:  is it a TCP/IP port or did it change to a WSD port?

In a previous version of Windows 10 (v. 1709, I think), I had several PCs decide to convert IP ports to WSD ports. Those are dynamic ports.  The best I can figure is that Windows 10 decided to be "helpful" and convert the TCP/IP ports I created during printer setup to WSD ports on the printers that support it (in this case, a HP LJ P4015 and a LJ Pro M602).

The only way I found to get rid of those stupid WSD ports was to delete the printer (which also deletes the WSD port) and then re-install from scratch.

IMPORTANT: if this is the issue that you're having, when you get to the part where you set up the TCP/IP, do not select "automatically detect device" for the type of printer. Select TCP/IP Device. If you use that "automatically detect" option, it will create the WSD port again and you will have this problem again in a few days or weeks.
what I've seen is windows tries to manage the printers
devices and printer, control panel, see if the printer is an assortment/amalgam of printers has a drop down on whcih printer.

The weirdest thing about the problem is that when I print a test page from the settings, it goes through instantaneously.  The issue only occurs when I call a print prompt from an application (word, IE, google).  I cant wrap my head around it.

check whether the settings on the tmp\low folder

icacls %userprofile%\AppData\Local\Temp\Low

Check integrity level? if it is set too high, the print spooler might not be able to process prints, setting the integrity level on this folder to low, should fix the issue.
The integrity level is set at low already.

At this point, the PCs are printing.  The biggest issue is the severe lag I get when I call the print prompt.   Its about a minute wait after you click print to pull up the box.  This is a brand new PC with a SSD so its extremely fast in all other aspects.  I am not sure what else to try.  I have completely removed all HP software and drivers from the PC and even when nothing was installed, it took forever for the box to appear.
I have narrowed down the issue to the installation of the M404 printer drivers from HP.  It has done something to the print processor that causes it to have bad lag.  I tried completely removing all of the software and it did not fix the issue.  I went to another PC i put in place a couple weeks ago that is not set up for this printer and is running build 1903 and it prints from IE instantaneously.
