adding more RAM to a machine, what happens?

my computer only has 6gb, 3gb usable since win 32.

since i have the motherboard below, does this mean i can have 32gb of RAM!!?? or is there something else that will prevent my from adding more RAM. not sure why i never did, maybe just budget.
should i really but that much or would getting to 9gb be dramatically different?

Whether or not you add more ram will have no effect on your experience, as a 32-bit OS won't be able to address all of your memory.  If you upgrade to a 64-bit OS at some point, then your experience would be improved, provided you perform activities where the additional ram would be helpful.  Running multiple applications, etc...will definitely show an improvement, as your OS won't need to swap memory as often.

Also, just in case you _did_ somehow end up with 64 bit Windows, for some people, 6GB is more than enough (just a bit of browsing). For others, it's not enough (video/picture editing, heavy browsing, etc etc).
So, totally depends on the user and the apps used.

Well, this did really happen to me:

Disconnected machine from power. Upgraded the RAM of a colleagues machine. Connect the machine again to power. Switched it on. The following events happened instantly and in reality:

Lights went off.. in the room.. in the building.. in the entire urban district..

You can for sure imagine how baffled I was. Lucky me, next days news: Excavator cut off the districts main power line and the outage occurred exactly in the moment I tried to switch the machine on again ;)
can i do DDR4? you said ddr3
The machine specs you posted show compatibility with DDR3.  No, you can not use DDR4.
