Do Not Forward in AIP vs Confidential Label

In AIP, I am setting up labels such as Public, Internal Only and Confidential.  I notice on the Outlook Web app that there is something that says "Do Not Forward."  That apparently applies to whomever I type as sender in the field and does not allow them to forward, copy or print.  That would seem to be the strongest level of protection there is.  So when I am putting the Confidential label together, wouldn't that essentially be the same as Do Not Forward?  It seems like that is already setup in the Outlook web app as Do Not Forward.

I hope I makes sense here.  Could someone give me some clarity on what a label listed as Confidential might typically accomplish that would be any different from Do Not Forward.
