Setting for maximum volume on VLC media player.

I've opened my VLC player and increased the volume a few times to get it to maximum volume. When I open a video with VLC the volume is back where it was at 100%. The video starts playing while I have to adjust the volume to maximum. Why doesn't the new setting hold? Thanks.

I opened a question on a VLC help forum about another issue and never got an answer. I have used far more than 100% used on VLC for many years and my speakers are fine. I have to adjust the volume and then restart the video or audio. There is an "increase volume" - audio at the top but it defaults back to 100%.

David my system volumes are all set as maximum.
I adjust the volumes lower when the videos start.
