Problem with responsive css - with left margin-whitespace and size of fonts/button

I am having difficulty with responsive web page on smart phones.
I cannot seem to get the left margin right.
I want the page to be left aligned and not have so much whitespace and the text/buttons to be smaller.
I also have the problem with Chrome retrieving a new page each time.
So, I did some research, and found that if I used the following line -

<meta name="viewport" content="width=device-width, initial-scale=1">

it should clear the problem up with Chrome.  But it is not working for me.
I have two css pages - and I was using just the following coding in my html pages:

1) I NOW understand that Chrome has a issue with getting a new page each time.

Chrome works well + will handle subsequent requests based on headers passed by server for the initial request.

If this is occurring, the root cause is almost always Web server header generation.

Be sure you're running latest Chrome (Version 76.0.3809.132 as of this morning).

2) To answer your questions requires a good bit of context.

Provide the URL of the actual page where you're having problems + likely someone can assist.

I found my own solution. I ceated a seperate css for responsive css, changed the buttons to be resizable. works well now.
