Windows 10 dwm cutting off screen

We have multiple PC's running windows 10 that are experiencing an issue that seems to be caused by Desktop WIndows Manager. The right hand side of the screen becomes unresponsive, and can not be clicked with a mouse. This means that you can not close /  minimize windows. If the window is dragged to the left, these buttons work

I have tried the following  :
* Updates ruled out - these PC's are frozen with Deepfreeze so updates are not installed, these roll back after reboot.
* Applications - this happens with multiple applications, event log does not have anything relevant I could find
* if dwm / explorer is restarted, the unresponsive side of the screen cuts off and is black
* changing the resolution resolves this temporarily, even if the resolution is set back to the original recommended resolution
* logging out and in resolves this temporarily

It almost seems as though DWM is setting some kind of border limits for window sizes that does not match the resolution

If it's running on intel graphics, increase your assigned memory to the GPU.

Update GPU drivers as well.

You tried a clean boot yet? Also are people unplugging from multi monitor? Some applications are probably being stubborn. Do you have a common application that everyone is using that uses full screen mode? Try the clean boot, if it's working, then it's an app. Try shutting down apps one by one in task manager to see the culprit if any.
Please update BIOS firmware too
