Can't install updates Server 2016 VM

I have a Server 2016 - it's actually a terminal server with a lot of apps on it.  I can not get an updates on it. I think the last time it updated was sometime early July, maybe even June.  I've tried deleting the software distribution folder and re-registering it with my wsus server but still not luck.  I've tried Sconfig and that doesn't work either.  I even tried downloading the updates manually and installing them and that isn't working either.  There is no information in the event logs and the update history isn't any help either.  I've tried dism too and that hasn't given me any information either.  This is a VM and it's heavily used.  I'm out of ideas.. Any suggestions?

Download WSUS offline updater and use that to install your updates, then try windows update again.

Any update problem that I ever encountered could be solved using the inplace upgrade method. Start windows server 2016 setup within your running windows. It will offer to "upgrade" windows, while it will in fact repair windows and keeps apps and settings in place, as well as data.

Please note that after the inplace-upgrade , server 2016 will have the patch level of the setup that you use, so you would want to install patches right afterwards. Also note, that server 2016 had a bug in regards to WSUS. It would not install cumulative updates from WSUS until you installed a certain cumulative update to it that came out in august/september 2016. In other words, right after the repairs, download and install 2019-07 cumulative update on it and reboot. Afterwards, it will pick up updates from WSUS.
