Home Folder's Rights

I have a new fileserver, to host the home folder for domain users.
For the users$ root folder the administrator group of the fileserver and the system has full control for this folder, subfolders, and files and the Creator Owner Full control to subfolders and files only.
When I created a user with the GUI of active directory, it creates a folder for the user under users$ folder, on this new folder, inhered the rights from users$ folder and add full rights for the new user.
When this new user login the system creates two new folders Desktop and Documents but these two new folders only the user and System has rights, the administrator doesn't have any right, I cannot check the permissions.
Any idea of how to allow enable inheritance to this folder. Administrators group needs to have rights to access the Desktop and Documents folder.
Note, this problem is also present in the old fileserver.

I check again the GPO User Configuration > Windows Settings > Folder Redirection > Desktop right click and Properties, on settings tab has a checkbox to Grant the user exclusive rights to Desktop.  If I unchecked, the new folder gets the inheritance from the root.
This is correct, however it also doesn't adjust net users to their own folder and prevent other users from accessing other peoples folders. So if unchecked it will accomplish this but also open up others desktop/documents to the rest. Just use caution on it I guess is the best way to say it haha.
