Windows 10 VM running on 2016 server cpu stuck 100 %

This machine kicks the user out after about 45 minutes (logging in remotely)

Is the CPU of VM stuck or the CPU of host machine? Can you check what process is taking the resources via Task Manager?
Are you using VMware? as i remember there is a setting to configure the inactivity timeout...
Is this Windows 10 1903?
1903 has a serious bug: if you connect from remote and then disconnect the session without logging off (for example by clicking on the X), the process dwm.exe goes berserk and comsumes a full CPU core resulting in machines being unable to accept new connections.

If this is win10 v1903, please say so and I will provide the workaround.

To McKnife, yes this is a 1903 build. Provide the workaround please!! This is a guest machine on a HyperV host.
