Transfer of all iTunes media to a new computer

Transferring all iTunes Music and Video from a Windows 10 64 bit computer to a new Windows 10 64 bit computer
How is this best accomplished so that any items are not lost in the transfer?

Are you transferring the data from the old to the new? Are these purchased?
Use the same login into iTunes from both and you should have access to the prior purchased ...

Your question is no vague and broad.
If the two can coexist on the network, you could as suggested copy over the network.
Have you considered getting a NAS (raid1) and copy (not move) data from the existing into the nas and then on the new configure iTunes to include the nas as a source...

My question is direct.
I want to transfer everything purchased through iTunes and imported into iTunes to a new computer.

Thanks Alex. What about all the backups?
Backups can be transferred the same way. Just check in your old itunes settings where your backups are stored and copy them to the same directory on new computer.

I don't know where the backups are stored.
If you did not change anything since iTunes installation then the backups are stored here: C:\Users\YOURACCOUNTNAME\AppData\Roaming\Apple Computer\MobileSync\Backup

To get to that directory type in search pane %appdata% and press ENTER.

It will open "AppData" folder. There find "Apple Computer" then click on "MobileSync" and then on "Backup". In "Backup" folder you can see your backups.

You can move the whole "Backup" folder to new machine into the same directory of "MobileSync".
