1. Navigate to User Configuration > Preferences > Windows Settings > Registry

2. Create New Registry Item with the following attributes:

SOFTWARE\Microsoft\Windows NT\CurrentVersion\Fonts
Value Name: [name of the font] (TrueType)
e.g. Orkney Bold Italic (TrueType)

Value type: REG_SZ
Value data: Orkney Bold Italic.ttf

3. Click OK

By the way: Win10 v1809 and newer allows users to install fonts without having administrative permissions.
For the admins, that means, they can decide to deploy fonts per user, not per machine. Per-user fonts go to %Localappdata%\Microsoft\Windows\Fonts
and their registry entry to
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Fonts
