DRS Rules and vNUMA Questions

I would like to confirm the following.

1) If a VM has 8 vCPU's the hosts vNUMA architecture is exposed to the VM if hot add is not enabled correct?
2) If you create a host / VM affinity rule to pin a group a VM's to host, If another host were to fail, would other VM's be able to use the host in the short term or would they be blocked from doing so?

1. Correct if hot add is enabled vNUMA is deactivated

2.The VMs could use the host BUT that depends on the host CPU and Memory resources and your Adminision Control setting because you’ve already got VMs pinned to the host

Thank you for your fast feedback. I have read that vNUMA is exposed to the VM when it has 8 or more vCPU's, but then have seen other articles stating vNUMA will not be presented to the VM unless the vCPU count exceeds the core count on one physical CPU. Which is correct?
