Outlook 2016 default email template issues

csg-unit used Ask the Experts™
New Message is bold, the response is always superscripted.  these are both issues.

we cannot change the format via file > options > mail > stationary and fonts
settings do not modify or stay saved.  will prefer the old format over any changes made.
saved a new theme to stationary folder and chose the theme and still those preferences return.

how is this issue prevented?

You could try modyfying the default template file, which can be found in %appdata%\Microsoft\Templates (you can paste it in the File Explorer's address bar).
When you open the NormalEmail.dotm, right-click the Normal style, choose Modify and set the style properties to whatever you like. After you apply the changes and save the file, emails should get the stationary you have chosen. Mind that there might be other documents apart from NormalEmail.dotm, so you might need to change the style in those documents, as well.
