need to stop all users from clicking url in outlook emails.

hi,
got 2016 server which is AD - domain environment
for security reasons- I don’t want any users to click on url links if they receive through emails(outlook2016)

is there any way to block users from clicking in outlook ??? through gpo ? or changing registry through gpo ?

I want them to receive that email/ see those links. if they want, they can copy and paste but don’t want to click on URL in outlook itself to reduce security risk . can this be achievable ?

I read in an article
if I delete a particular registry, it wil disable url links clicking in outlook

hkeylocalmachine- software- classes-htmlfile-shell-open-command ( deleting this “command” folder in registry will disable URL clicking)
but the above statement is true ?? can I take risk deleting registry keys ?
