On the RDP server, the fastest way is to edit the hosts file (or if you have a DNS server, add those 2 websites, to point to nowhere)

I guess the clean way is to use a transparent proxy server. This way you can control any browser.

The workaround: Enter an non-existing IP in the Firefox network settings as proxy and add the allowed web-sites in the use no proxy list.

BUT: As long as those two websites are not explicitly written for this kind of usage, they may not work properly. E.g. CDN content etc.

Totally misread the question, so it's the other way around. In that case, use the firewall to block ALL HTTP/HTTPS outgoing traffic, with the exception of the two websites.
For the server itself (to have updates etc working, input a proxy (with or without authentication, that's your choice) server). If not, occasionally disable the firewall rule to do updates etc, then re-enable the rule.
