How can I convert a website I am currently on to a PDF file.. Showing all website content?  I want it to show header and footer information as well.

The easiest way will be to use

https://www.printfriendly.com just enter the url and it's generate a pdf.
you can clean unwanted item

Snagit to capture the page with scroll option
https://www.techsmith.com/screen-capture.html

or any screen capture that have the scroll option

If you want to genereate a pdf from html you can use HTML2PDF
but that will require php code and use less CSS.

If you're on Chrome, you shouldn't need to install any plugins at all. Chrome has a "Save as PDF" functionality built in. Just go to the web page, then go to the Print window (on Windows, just hit Ctrl+P as a shortcut) and change the printer dropdown to "Save as PDF" and then print. It will save the page to a PDF. Simple and fast.

The 2 options did not work for me but google for "any screen capture that have the scroll option" I found PICPICK which worked perfectly for me.
