where to download El Capitan 10.11

So I am frustrated trying to setup a usb boot stick to install El Capitan 10.11 onto a new machine.  Isn't there a location where I can download this OSX for free?

It was as upgrade from earlier version. But Apple does not share its OS versions just for free to anyone.

So I've seen folks online that sell these "install Mac OSX USB sticks" to install a mac OS.  How does Apple validate that or how are those things monitored?
Apple don't make it easy .. once OSX updates they will fairly quickly remove older OSX versions from the App Store in terms of being easy to find .. but its still there.  If you've OLDER hardware which cannot run the latest version of OSX you can re-install the version that came with the Mac .

OSX is FREE but can only be downloaded from the AppStore and therefore is really only intended for Mac Desktop/Laptop customers.

These are pirate copies where one can clone an install DVD or download it for local installation when you own already a previous version. Apple won´t give you support if you apply for it with a pirated version.

I’m trying to understand.  as Eoin mentioned OSX is free how can it really be pirated?  excuse my ignorance.
OSX is free to install from APPLE on their own hardware. Apple do not authorise and license these 3rd parties to create an sell bootable USB installers and there is no guarantee that the seller has not hacked or compromised the installer with some of their own code.

If the OSX installer is being used on a genuine Apple Mac computer and the OSX install software is unaltered then strictly speaking its NOT pirated .. its just a bit grey.  For example if I made a USB installer for a family member or friend using the official OSX installer and my own USB drive and they were using on Apple Hardware .. then Apple would not know or care and there'd be no infringement of license or warranty.
