where to download El Capitan 10.11

So I am frustrated trying to setup a usb boot stick to install El Capitan 10.11 onto a new machine.  Isn't there a location where I can download this OSX for free?

I thought El Capitan was a free download.  Am I wrong?
It was as upgrade from earlier version. But Apple does not share its OS versions just for free to anyone.
So I've seen folks online that sell these "install Mac OSX USB sticks" to install a mac OS.  How does Apple validate that or how are those things monitored?

These are pirate copies where one can clone an install DVD or download it for local installation when you own already a previous version. Apple won´t give you support if you apply for it with a pirated version.
I’m trying to understand.  as Eoin mentioned OSX is free how can it really be pirated?  excuse my ignorance.
