This occurs when you are not playing games, out of the blue?

Yes, I never play games, the popups seem to appear only when I load one app that I have developed with VB.NET.
Sounds like:
a) Your application is unexpectedly pulling in an application library that is associated with gaming, or
b) There's something running in the background associated with gaming and it is upset by something the application does.
Of the two I find (b) more plausible. Have you downloaded a copy of Microsoft Autoruns to check on what is loading automatically at system startup?

I have run Microsoft Autoruns to check on what is loading automatically at system startup.
In Microsoft Autoruns I used a Filter = xbox , but that returned nothing.
Maybe it has another name?
I've attached the output from Microsoft Autoruns.

Not sure what that file is, but I have nothing that will open it. Can you post the output as a screen capture in PNG format?
ASKER
I have attached the Autoruns output as a screen capture in PNG format.

I fixed the issue!
I clicked (Windows Key)+G.
That brought up a screen that had a whole lot of stuff on it.
But there were two checkboxes that I unchecked:
Show tips when I start a game [ ]
Remember this is a game [ ]
