Exchange services deactivated

Good morning,

I am facing this situation this morning:
Exchange 2016 CU9 on Windows Server 2016 running without issues.
Reboot last night.  2 Updates were installed to Windows:  KB4516044 and KB4512574.  No errors logged.
After reboot, all exchange services were deactivated.

Somebody installed CU13 to the machine, which stalled halfway through.  I reactivated all exchange services, started them all, and they all started, but after another reboot of the machine all services were deactivated again without any further installations.  
Now, after any new reboot, all exchange services are deactivated once more.

If I retry CU13, it greets me with incomplete installation and wants to continue, but stalls at step 4/11:  Transport service.
It sais that it could not restart the Exchange Service Host (because after setup starts, the service is once more deactivated, but STILL RUNNING

I think something other than the CU13-Installation is deactivating the services.

What to do?

Hi,

I suspect this could be due to those 2 KB's rather than CU13 ( KB4516044 and KB4512574). You need to start all the Exchange necessary services then need to uninstall those KB's, reboot the server and check the issue. If the services started automatically after reboot then apply CU13.
