cookie issue

i have a site that keeps giving me a captcha.

even if" I use a different proxy. I completely uninstall / reinstall and delete the history browser.  i delete the internet history from the control settings too.

HOWEVER. The same web site immediately gives me a captcha when accessing the site. How does it recognize it is still me!

There are many ways to profile a computer without cookies.  One of the easiest is to see what fonts are installed (yes, your browser will blab this to any site that asks.)  Combine that with the screen resolution and color depth (the browser will blab that too), and what browser you are using, and what revision level of that browser, and it is easy to recognize a system even without cookies.  And then, of course, unless you're using Tor, you're coming from the same IP address each time.

Unfortunately, most of it can not be hidden.  Using a plugin such as Privacy Badger will help, but some things, notably your IP address, can't be changed readily.
i put in a proxy for IP. but it must be something else.
What happens with a different browser and a new Proxy IP?
Are you certain this isn't the behaviour the site uses with any new connection?
I don't think the captcha is being targeted specifically at you.
It is quite likely that everyone is presented with the captcha.

You are less likely to be presented with the captcha if you have cookies saved for the website
and are not accessing the website through a VPN/TOR/Proxy.
