Keep profile pictures in contacts.google.com

I'm planning to use the export to Google CSV file to get contacts out of google for manipulating and then re-importing them.

The trouble I see currently is that the photos won't be likely to re-populate.

Does anyone have a tested solution for this?

you can use the google takeout. you can you download the images, and data (either CSV or vcard)
1. go to https://takeout.google.com/settings/takeout?pli=1
2. click  deselect all
3. scroll down to contacts and select it
4. click the  vcard button, select the file format to be downloaded (vcard or CSV)
5. scroll down and select next step
6. keep settings as is, and click create archive.
7. in a while, you'll receive an email to download the file.
8. inside it, you'll find the CSV / vcard with all images.

I don't see how I can make bulk edits this way, and get them back into google without losing the pictures.

Do you still need help with this?  Though I have not done this myself, you can Export and then Import. When you Export, you will see there is a field for photo. If you leave that as is, it should work. I suggest creating a test first, then export, delete and import updated info keeping the image url.

The photo field will have something that looks like https://lh3.googleusercontent.com/-6HHJbIOUyk/WPYv893Yvzxn2I/AAAAAAAAAAA/maqdXhOze6g-dlDkWkuivCdlsaJ/photo.jpg

If you have custom photos, you can just upload them to your google photos account https://photos.google.com/ and use the link provided there in that field.

The other option that I would explore is to simply use the API https://developers.google.com/contacts/v3#updating_contacts
