KB 4516065 Windows 7/2008 R2 security monthly quality rollup failed

on all Windows 7 systems KB4516065 failed with code 80092004.
On 2008R2 server, it made the system unresponsive and had to be power reset.

Subsequent attempts to reinstall on Windows 7 yielded the same error.

MS changed the signing of update packages to SHA-2 since August, which seems to be rejected if certain other packages are missing, namely KB4474419 (August) and KB4490628 (March).
