not able to ping or take RDP to the machines that are created from master image (win2k16). But able to ping and take RDP to master.

Review the network and firewall settings of the clones.

Clones are coming from same vLan and firewall settings are same as a master image
Interesting part is users are able to access the applications but with latency

i would go to the clones, check networksettings, try to ping def. GW and DDC and neighbor VDA-server and some other devices...
and answer the default questions:
- when did it work?
- What has been changed?
- how many servers / users are affected?

what do you mean by "... but with latency ..."
- please explain
- check HDD queue
- check session-latency and ICA-RTT from Director or performance monitor or try a diag-tool like ControllUp (free demo)

Ans: Never
2. What has been changed?
Ans: nothing, building a new environment.
3. How many servers/users affected?
Ans: 3 servers, none of the users affected.
4. What do you mean by "but with latency"?
Ans: though servers are inaccessible remotely, users are able to access the applications published on those servers. The only complaint they say is "latency" during accessing the applications.

Are you using LACP / Link Failover?
This week I encounter peculiar problems through it
i would suggest you ask the vmware / Networking groups, because seems this is not a citrix / Windows problem.
