Cannot upgrade from Office 2010 to 2013

Cannot upgrade Office 2010 to 2013.  The upgrade starts but fails with error 1935.   I've been Googling solutions all morning with no luck

The computer is a Dell Optiplex 3060 with Win 10.   I uninstalled all pre-installed Office products and installed Office 10 with no issues.

I am hoping someone on EE has actually got this to work

What do you mean by "installed Office 10 with no issues"?

What is the build number of Office 2010? Have you patched Office 2010?
Why you need to do an upgrade and not directly install Office 2013?

I mean it installed and worked perfectly.  
The version is 14.0.7237.5000

I installed 10 then remembered I had a license for 13 so I tried to install 13.

Office 2010 is not fully compatible with the recent updates of Win 10.

The setup for Office 2013 onwards are different from Office 2010 and you need to uninstall / deactivate the old version of MS Office before you install a newer version.

When you say deactivate, doesn't the uninstall do that is is there more to it?
