Windows Admin Center w2k19, no shortcut, not reachable

Installed Windows Admin Center on server 2019. Dont see any shortcut to start it, also https://localhost:6516 does not work.

Confirm that your system has it listening on the port you have versus the default 443
netstat -an | find /i "listen"

Check iis for refference.. To see whether it was bound ...

It is unclear to me from the installation where you are.

When you access the URL are you being denied because your cert is not valid, or the Port you are going it has nothing listening.
IIS is the way to confirm..... as well as my prior suggestion to make sure that your install completed successfully.  Within adminstrative tools? start meny... wac

Have not roled out one, but these are the general steps I would take to see whether the install was complete and whether it is running into some other issues.
