Exchange Signatures for Organization

I'm looking to setup Organization wide signatures, I have exchange online, office 365/2016 fat client running windows 10 clients.

Is there a way to target only certain departments within my organization?  

Is picking a custom font and option with Signatures?  

Will setting up a disclaimer with this method append a signature to the fat client?

Yes, you can have it apply to groups, so you can create a group for each department, and have the signature apply based on the group. See the below screenshot on where to set that criteria for the rule.

No unfortunately you can't pick a font.

Will setting up a disclaimer with this method append a signature to the fat client?
No the signature is appended on outgoing and incoming emails, not emails that are being created. Once the email is created and sent, the mailflow rule will then apply and append the signature you created and based on the group you set as a criteria.

The easiest usually requires a 3rd party tool. There are many out there.

Another option is to run a script on login that will set the user's signature. Both setups require the user's signature to be removed from outlook otherwise they could end up with two different signatures.

You can also do so with a transport rule above. As far as a "custom" font that isn't really possible with the transport rule but you can pick a font using the windows built in fonts.
