Today a new chipset comes out every six months, same for CPUs, there's a North bridge, a South bridge, a PCI bridge, and thousands of other chips for ancillary functions such as IDE, SATA, RAID, serial, keyboard, USB, WiFi, Ethernet and sound.
So, software that can test everything isn't possible. On some Dells, however, there is a built-in diagnostic which tests the motherboard and memory, and that's pretty good as far as it goes.
