The last time a program could claim to test an entire PC was about 15 years ago, when the BX chipset was new and the basic hardware was still constrained to a very few designs.

Today a new chipset comes out every six months, same for CPUs, there's a North bridge, a South bridge, a PCI bridge, and thousands of other chips for ancillary functions such as IDE, SATA, RAID, serial, keyboard, USB, WiFi, Ethernet and sound.

So, software that can test everything isn't possible.  On some Dells, however, there is a built-in diagnostic which tests the motherboard and memory, and that's pretty good as far as it goes.
try HWiNFO, it was even used by NASA.
