Upload VMWare VM to Azure cloud

I need to take a windows 2016  VMWare  VM (in my laptop)  to Azure cloud . Microsoft support comes up with some steps , But it looks like I need to have an ESXI server for it .

yes  I am using vmware workstation. never used disk2vhd.  Do I use it with the vm?
If you have Veeam you can use that? As Andrew mentions I've had some success with disk2vhd, or you can convert via PowerShell or the (now defunct MVMC) I only mention the mvmc because it puts in all the correct Powershell plugins to convert from vmdk to vhd/vhdx
