Remove Archive button from Outlook 2016
How can I disable / grey out or remove Archive button in Outlook 2016 via group policy? We do not want user to use this feature.

There is nothing you can do about that button/command. That is one of the 'features' of the ribbon.
Your only possible work around is to go into customize the ribbon, disable the default group, and recreate it, skipping that button. BUT, when you create the custom group the buttons will NOT be organized in any recognizable way. Customized ribbons are totally different.
If you still want to disable Archive in Outlook, you can do it but Microsoft has made it moderately difficult. There is no set GPO for to disable the buttons, but you have to create a custom registry entry:
HKEY_CURRENT_USER > Software > Policies > Microsoft > office > 16.0 > outlook > disabledcmdbaritemslist
KEY = REG_SZ = TCID1
Value: 26308
