OS version

If core box hosts some virtual server,  the OS for the Core Box should have the same or higher OS version than that of the virtuals. Is it right?

Always advisable but not a requirement, see https://docs.microsoft.com/en-us/windows-server/virtualization/hyper-v/supported-windows-guest-operating-systems-for-hyper-v-on-windows for example, Win2019 guest is supported on 2012 Hyper-V.

Asking about Windows? What OS?
I've had a couple of situations where the hardware wouldn't support the then-latest (2016) version of Windows Server.  I was able to install Server 2012 R2 on the hardware and 2016 as a VM.  It appears to be working fine.
Not if using VMware vSphere, Citrix XenServer, KVM because there not based on Windoze
Sounds like a Hyper-V question. You just need to be sure that the guest OS is supported by your hypervisor. There have been issues in the past where updates were needed to properly support a guest OS. IIRC there were some blue screen issues on Hyper-V 2008 R2. No such requirement under VirtualBox either
