Built into Windows you have the "paint" program which allows editing of image files and adding text and things like arrows.

In Windows 10 they also added (in addition to "paint") a newer tool called "paint 3d" that can do these things.

Depending on the tool you use to capture screen images, it may have that capability built in.  I use "winsnap" and it has basic highlighting, arrows, symbols and text capability.

If you want a more powerful image editing tool, and other free one I use is "paint.net", pretty easy to use once you explore it a little and use it.

And one other free screen capture tool with lots of capability to consider is ShareX.

Hi eemoon,

An excellent, free, open source program that does what you want is Greenshot:
https://getgreenshot.org/

The download for it is here:
https://getgreenshot.org/downloads

I see that your Topic is Windows 8, so read this page:

@David Johnson, Jing can capture some of screen, but it cannot add some characters on that captured picture, do you think so?

Thank you!
- The question is labelled with "Windows 8" so you need extra tools. The above suggested tools are great.
I would add my 2 cents with the lightweight program paint.net https://www.getpaint.net/ which adds power to screen capture
If you need a tool for screen capture, the mentioned greenshot would be my favorite

- However if running the last update of Windows 10, you now have in the included screen capture tool additional functions that would match your limited needs

- For these needs, I would think that programs like Gimp and Photoshop would be overweight

Yes, Greenshot can do that...and a lot more. After capturing a screenshot, it gives this menu:

greenshot after capture
When you select Open in image editor, you're in its image editor that has a Draw arrow tool and an Add textbox tool, among many others. Here's a screenshot of its toolbar:

Here's a screenshot captured with Greenshot and annotated with its image editor (the red arrow and the black textbox):

That was on a W10 system. Here it is from a W8.1 system (with a different font for the text):

Also works on W7. Regards, Joe
